Arbitron To Rework PPM System
Settlement calls for firm to begin using address-based sampling, up cell-phone-only sample in N.Y., Philly
As part of Arbitron's settlement with the attorneys general in New York and New Jersey, the radio ratings research firm will rework its Portable People Meter system in both New York and Philadelphia. It must use the address-based sampling technique for 15% of its recruitment efforts in New York by July 2010 and in Philly by January 2011 and increase the sample target for persons residing in cell-phone-only households to 15% of the total New York sample target by July 2010 and of the total Philly sample target by January 2011. In addition, the AGs reserve the right to rescind the settlement and reinstitute their respective civil actions if the company has not obtained accreditation from the Media Rating Council for New York PPM by Oct. 15 and for Philadelphia PPM by Dec. 31 and has not achieved all of the specific metrics in the agreement.

The settlement with Arbitron by New York State attorney general Andrew Cuomo's office has won wide praise from national minority groups and broadcasting groups representing blacks and Hispanics. The settlement, announced Jan. 7, appears to be a clear victory for the AG.

Súper Estrella Network Is No More
The rumor that Entravision Radio is getting rid of Latin CHR network Súper Estrella in favor of Spanish-language Jack-type format "José" is proving to be true. At least two BDS-monitored stations are now showing the changes: KJMN/Denver and KXSE/Sacramento are playing tunes like Ana Gabriel's "Simplemente Amigos," Los Bukis' "Cómo Fui A Enamorarme De Ti" and Vicente Fernández's "Volver Volver."

Smerconish Goes National
CBS Radio and Dial Global team up to syndicate WPHT/Philadelphia morning host Michael Smerconish. In addition to his current morning duties, Smerconish will start a new live noon - 2 p.m. ET show on Feb. 2. Both will be available via Dial Global.

Mookie moves from overnights to the blinding light of middays at Finest City Alternative XTRA-FM (91X)/San Diego. He plugs the hole made when Steve West exited in November due to budget cuts.

While we were getting all eggnogged up over the holiday break, PD Nik Rivers made some changes at Stephens Alternative WZNE (94.1 The Zone)/Rochester, NY -- first, the departures: "The Opie & Anthony Show" officially left afternoons, and night jock Frankie also exited. Rivers moved himself from middays into afternoons, while 5-8pm dude Brody took over middays. "The Zone After Dark" has debuted in nights with a jock TBD on that shift.

John Tesh continues his campaign to conquer Earth and the surrounding planets with changes at some of his existing affiliates and adding on a bunch of new ones: Cumulus AC WRWM (Warm 93.9)/Indianapolis moves Tesh from nights to middays, and Citadel AC WCDV (Sunny 103.3)/Baton Rouge is now running the show in both mornings and from 5-8pm. New believers at night include Saskatoon Media Group AC CJMK (Magic 98.3)/Saskatoon; Connoisseur Media's AC WVMG (Magic 100.7)/Bloomington, IL and AC WMGA (Magic 97.9)/Huntington, WV; Forever AC WALY/Altoona, PA; New Rushmore Radio AC KKMK (Magic 93.9)/Rapid City, SD; and Commonwealth AC WOVO (My 105.3)/Bowling Green, KY.

The syndicated Bob & Sheri have been fastened into mornings on Citadel AC WLTI (Lite Rock 105.9)/Syracuse, plugging the hole made when Dave Allen left back in September. The duo round out a lineup that includes Jayne (the alter ego of Robin Marshall) from 10am-4pm, Brian Phillips in 4-7pm and Delilah at night.
